ADOPTION ECOSYSTEM A STATEWISE COMPREHENSIVE LIST

Indian Adoption Agencies
Adoption agencies are categorized as

• RIPA (Registered Indian Placement Agency i.e. an agency that can place children both, within and outside the country) 


• SAA (Specialized Adoption Agency i.e. an agency that can place children only within the country).

Enlisted Agencies Abroad
The processing of an inter-country adoption involves the routing of the Adoption request through an authorized agency in a foreign country. The Enlisted Agency which is a social/ child welfare agency in that country is authorized by CARA to receive and sponsor applications of foreign adoptive parents for adopting an Indian child. The enlisted agency can deal with a RIPA in India to undertake an inter-country adoption.

Indian Missions located abroad The Indian Diplomatic Mission located abroad, will

• Maintain liaison with the different authorities and agencies operating in the country of their jurisdiction.


• Recommend enlistments and subsequent renewals of foreign agencies desirous of working with India.


• Attest the Dossier/documents of prospective adoptive parents submitted by the foreign authorities/agencies before the same is sent to CARA (wherever the 1961 Hague Convention on Abolishing Requirement of Legalization for Foreign Public Documents is not applicable).


• Recommend for adoption, cases of resident Indian passport holders where there is no enlisted agency or where they cannot be recommended by the host Govt. as per local laws.


• Authorize a qualified social worker to do the Home Study Report (HSR) and other documentation.


• Render assistance in the repatriation of the child if applicable.


• Report to CARA, observations, if any, which it feels is important and relevant vis-à-vis inter-country adoptions


• Provide English translations where necessary.
