Adoption Network

Adoption is regulated by the Central Adoption Resource Authority (CARA) an autonomous body under the Ministry of Women & Child Development. CARA set policy and monitor the implementation of its guidelines.

The State WCD is the implementing authority at the State level. CARA-registered agencies in the state, as also, state-recognized agencies are monitored by the State WCD. The State WCD is assisted by the Child Welfare Committee and the Adoption Coordinating Agency.

Adoption Agencies across the country are licensed by CARA and authorized to place children in adoption. Some agencies are recognized by the State.

When the preliminaries of the adoption process viz. documentation, home study and foster-care have been completed, the agency will file a Court petition. The dossier is scrutinized by the Scrutiny Agency after which the judicial process is initiated and the Court Order issued.
