Central Adoption Resource Authority (CARA) - Regulating child adoption in India

Indian Adoptions are regulated by the Ministry for Women & Child Development, Government of India, and routed through Central and State Government Departments. The Central Adoption Resource Authority (CARA) an autonomous body under the Ministry is authorized to regulate, monitor and promote Indian adoptions. CARA,



  • Frames guidelines which must be followed by all registered agencies in the country.

  • Enlists a recognized Child Welfare Agency and authorizes the agency to undertake Adoptions. Agencies are separately licensed to do in-country, and international placements.

  • Enlists international Placement agencies abroad; those agencies can coordinate with agencies in India, for receiving a child through an inter-country placement.

  • Co-ordinates with respective State Governments in promoting and regulating adoptions.

          Monitors the functioning of Adoption agencies and ACAs.
