Specialised Adoption Agency (SAA)
In order to facilitate the placement of orphaned, abandoned and surrendered children in adoption, the JJ Act empowers the State Government to recognize one or more of its childcare institutions or voluntary organizations in each district as Specialised Adoption Agency (SAA) for placing children in in-country adoption. The SAA is assigned responsibilities for the care and protection of the child. In addition, the SAA has counseling responsibilities to
1. parents/guardians who desire to surrender a child
2. prospective adoptive parents in terms of Adoption.
In the matter of Adoption a SAA shall:
1. accept parent registrations
2. complete the Home Study
3. provide information about the medical history of the child to PAP(s) and advise the PAPs to have the child’s medical assessment done by their own doctor;
4. place a child in pre-adoption Foster Care after on completion of assigning and referral and after observing necessary formalities as laid down in the CARA Guidelines;
5. extend post adoption services such as counselling etc., to the PAPs
6. receive registration fee, HSR fee and contribution from PAPs towards Child Care Charges
7. maintain records of relevant information such as declaration by Child Welfare Committee; surrender deed of the biological parent. Child Study Report, Medical Examination Report (including immunisation record), Home Study Report, birth certificate, court order and progress reports etc. in the file of each child. In addition, report of the counselor or social worker, information from previous institution, if any; periodical health reports; IQ testing report and social history, photographs of the child taken at intervals of six months, etc. shall be documented in the case file.
8. make available, whenever required by the inspection team, the case file of each child.
9. maintain confidentiality of information
10. maintain the registers viz. (i) master Admission Register; (ii) medical and development file of the child; (iii) case file of the child; (iv) attendance Register of the children and staff; (v) register of PAP(s) with details (date of registration, date of home study report and the like); (vi) vouchers, cashbook, ledger, journal and annual accounts; (vii) grant Utilization Register; (viii) stock Register; and (ix) record of Minutes of Meetings.
11. prepare and submit periodic reports. in the prescribed format, Annual reports and Audited Statement of Accounts.
12. maintain other records stipulated under the law relating to its registration and the Act.
